If I recall correctly, the older 2500s had 2 meg shared memory onboard that was seperate then the regular DRAM. The newer 2500's don't have the seperate 2meg shared memory and take the shared memory from the DRAM installed.
16meg is the max amount of memory to put in the 2501. I can't recall a issue where someone had trouble getting a loaded 2500 image to come up with 16 meg RAM. It's been awhile since I looked at the 2500 IOS images and the requirements too. I'm guessing that since th 2501 (and other 2500's) only take 16 meg memory and the shared memory is taken from this, Cisco is aware of this so I'm assuming there probably wouldn't be any IOS images requiring more then 14 meg at the most.
