That's the normal practice -- there are very few well-known
communities (e.g., with the AS number field set to all zeroes).
Simply declare a community as
your AS number:community value for your AS
Typical applications are identifying members of a particular user
group so you can make acceptable use policy decisions, setting
local_preference or TOS bits, etc. There are no general standards
for these; each AS decides what it needs and tells its customers and
peers.
