We use both openview and nethealth on our network, and noticed that if a 2500 router powercycles, the CPU utilization jumps up to 80-90% upon powerup caused by SNMP traffic for about the first 5 minutes of uptime. After that it was fine. We found a series of commands to fix it, and if you think you could use it, e-mail reply to me, and I'll e-mail you the commands.
