Steve, Sounds like an old boot ROM monitor. Simply set the config register to 0x101 and reboot the router. This will allow you to boot from the ROMs and have access to the flash memory for writing.
Commands are: o/r 0x101 and: i (to re-initialize) Hope this helps!
