Is the router interface which is acting as the helper configured with an ip address within the Pool of addesses the DHCP server is dishing out?
If for example the router interface is configured with ip address 10.1.1.1 /8 and the DHCP pool of addresses are 172.16.1.1 - 254 /24 than the DHCP server will not dish out an ip address because the routers interface address is not valid on the subnet it's scope is set for.. This may be the problem ... or it may not .. try changing the router interface set up as the DHCP helper to a valid address for the scope set up on the DHCP server.
