Gaz, The way the CPU utilization is calculated for your "show proc cpu" is 99% - 65% = 34%. The 34% is "IP Input" as you stated. The other "missing" 65% is interrupts to the CPU. There really isn't a way to find out exactly what is causing the interrupts to the CPU but since "IP Input" is so high it would be safe to say that it has something to do with packet processing (i.e. fast switching).
