Depends on what you want it for. If its to give customers access to dial ins, RADIUS is by far more flexible. If you're looking for a commercial solution, have a look at Radiator - www.open.com.au. Its very good :) If its to give telnet access to routers for your staff, TACACS+ has the ability to do per-command accounting (ie, it will log everything somebody types).
