Answering my own question:

For IOS 12.0 T there is a command in global mode:

no ip tcp delayed-ack

So by default Cisco does support this feature.

Should I conclude that delayed acknowledgements are an industry standard?

In general is every implementation of TCP/IP following an industry standard?

How do you go about finding out how close your network vendor follows the
RFCs?

(by looking at the commands?)

In Microsoft TCP/IP implementation,
delayed ack timers are used on the receiver
to force an acknowledgement when packets are received out of sequence
and the receive window has not yet be filled to its threshold.
