I just went to start the download of an image to see what the License
agreement says.
The text below is a quote from the license agreement. So it's cleared up one
of your questions.
I would guess that you would have to have a valid license for all routers
with IOS installed.
I should think there are a hell of a lot out there without.

"Customer's use of the Software shall be limited to use on a single hardware
chassis, on a single central processing unit, as applicable, or use on such
greater number of chassises or central processing units as Customer may have
paid Cisco the required license fee."
