How do you define active ?  Communicate in the last minute ?  5 minutes ?

I would certainly start with a "show ip arp".  It will show all IP 
addresses the router have talked with in the last 4 hours.  If this 
router is the default gateway for all the host on the LAN segment, you 
should be very close to get what you are looking for.  If you have 
access to host, you could simply run a ping scan.

Pinging a broadcast address may get you some response but it depends on 
the OS running on the host.  Since the "smurf attack", I suspect that 
most OS today will not answer to ping broadcast.  I know that Windoz don't.
