What my understanding is that CEF and Fast Switching happen inside
the router i.e. b/w input and output interface, once the exit interface
(route) has been determined. So, routing protocol does not have much
to do with it. However total speed is switching+convergence time based
on your routing protocol and other variables such as CPU etc.
Performance improvement depends on your configuration and access lists
etc.
In addition to enable it globally, you have to enable CEF per interfaces,
as you might know.
