The answer is A or B... if you have just one pvc coming in from the 
switch, and inverse-arp running
you don't have to do anything on the spoke.   B would work fine if 
inverse-arp is working.
A would take care of everything and leave nothing to chance.  (all 
considering one pvc coming into the spoke)
