You the man! That did it. Under the 2503 s0 I put in a statement: frame-relay map ip 172.16.17.1 301
This maps the interface's own IP address to the local DLCI. I can now ping the interface. I now understand what is going on, but it seems a bit odd that you have to tell the router how to find its own interface. I learned something I didn't know before. That's what it's all about.
