this link has an excellent diagram of the boot sequence and how to manipulte it. let me know if after reading it, you still can't figure it out. If you find that you do have the config-register set properly, what the boot sequence to see if the router attempts to boot off of slot0 and what the results are, i.e. if it says bad image or unable to boot. Something like that. Hope that helps.
