Boot your 1603 router... once its up and running ... remove your 2MB flash (or whatevers in there)
Insert your 16MB card. do a show flash: or show slot0: (I forget which) if it says flash inserted into read/write mode... then it will work. If it says read only mode... you cant use it. then you do a "copy /erase tftp slot0:" you should be able to write to the card WITHOUT having to partition it.
