I don't know the exact formula but the number of CCIE's needed is
dependant on the revenue you generate.  You also have to pass an anual
gold certification process where you have to show that you have a fiarly
extensive lab to support your customers.  You can only call TAC x number
of times with cases that are determined to be confguration issues and
you have to spend x amount on new lab equipment every year.  I'm sure
there are other requirements but I'm just a tech guy so I try to stay
outta that shtuff!!!
