Hi Kevin, to my best knowledge, the provider of the ATM cloud needs to cooperate and configure the ATM switches accordingly. Otherwise, it would be up to the end user to determine the CBR, and the service provider would have no control over it, and hence no way to determine what capacity is available on his network.
