RIP and/or IGRP are not the factors enabling/disabling split horizon on a
frame relay interface.

Encapsulating a 'physical'  interface for frame relay disables split horizon
by default.
Encapsulating a 'logical/subinterface' (pt-to-pt / multipoint)  for frame
relay - split horizon is enabled by default.
