Do the users *have* to dial-in or would it be possible for them to use a VPN connection from any internet dial-up account? I just did a presentation to a customer comparing the costs associated with a dial-in pool vs. VPN. The price differences are staggering. I would really look at a VPN solution if that would be possible.
