Can't say this is the case, but several possibilities.  One, Cisco 
OEMs some of its components to the clone vendor.  Historically, the 
routers in Cabletron gear, for many years, were Cisco IGS. The larger 
DEC routers ran licensed IOS.

Two, the 2901 code was acquired by Cisco and someone else licensed it 
before the acquisition.
