I don't know of a formula that you can use because the bits in the RIF tell you what the maximum frame size is. I would just memorize the numbers since there are only eight different combinations that you can have with three bits (000, 001, 010, etc.).
If there is a formula other than memorizing the numbers, I would be interested in knowing what it is.
