Presumably you mean that you can Telnet to each router from a local PC?? 
(In other words, you can't Telnet from router to router, I would guess.)

Anyway, you should start with the PHY and data-link layers first. What does 
show controllers say? What does show serial interface say? Is the interface 
up/up?

Show controller (at least on some routers) will let you see which interface 
the DCE cable is connected to, which is nice if the cable isn't labeled. On 
that interface you must have the clockrate command configured. You can use 
any rate. Might as well go for a fast one.

Note you have to set clockrate for any encap, HDLC, FR, whatever. It gets 
the lowest sublayer of the data-link working, or maybe the highest sublayer 
of the PHY depending on how you look at it.

You should get HDLC or PPP working first. Back-to-back FR is a little 
harder, requires one to be a FR switch. We can give you more info on that 
once you get there....
