There are two differences. The first is that in the first example you are using a standard ACL, and in the second you are using an extended ACL. The second is that in the first example, you are using a numbered ACL, while in the second, you are using a named ACL. The primary differences in the two are that a numbered ACL has a finite number of ACL's you can create, while a named ACL (supposedly) has no such limit. The second is that you can remove individual lines from a named ACL.
