While you can provide configuration parameters through the telephone interface, you are limited to setting IP address, TFTP address and default CallManager information. Without a CallManager to communicate with, the phones are not capable of any logical decisions (they receive all information through TFTP files and RTP streams with the CallManager for communication decisions).
