IIRC, watchdog proccess exist in IOS to compensate for its non-preemptively multitasking architecture, being invoked when a given process hogs resources for some arbitrarily-arrived-at interval deemed excessive. If the timer expires and the OS cannot switch control of the usual suspects to another process, cisco documentation hints that an involuntary (from the viewpoint of the LAN administrator, at least) reset might be imminent.
