I had this issue when I tried to install an 8MB flash memory chip into an old 2500 series router.
I eventually had to purchase a 4MB chip to make up the flash memory to a total of only 8MB ! This 4MB memory module worked OK. It seems that some older Cisco 2500 series routers just don't like the new 8MB memory modules simply because they face a different way when they are installed.
