I suspect a bad console port is possible, but if this is a result of a config erase... I'd tend to think otherwise.
Have you tried rebooting and sending the Cntrl Break command, as if you were having to crack the password ??? This would allow you to catch the router within the ROM defaults, being this still might be a Console port speed issue.
