Well I have never tried it but could one not just use an extended ACL 1100 to 1199? What is the 1100 to 1199 if not for the MAC? Or does this only work on switches? Here is one link from Cisco

I would not mind being able to use a MAC access list on a cable modem we have to prevent people other than required from dialing in.
