Yes your superior is right. For instance.

Your NY site has 2 networks

10.64.8.0
10.64.9.0

8 = 0000 1000 in binary
9 = 0000 1001 in binary

so you will match the first 16 bits for 10.64 and then you will match the
next 7 bits 0000 100

16 + 7 = 23

10.64.8.0/23 will summarise those 2 networks, and so on..
Summarisation is nice to have, but if you have 2 networks at each site, I'm
sure OSPF will do fine without the summarise network :)
