Stephane, You're missing the "default-information originate" command. 0/0 can not be propagated into OSFP without it. Static, conditional, dynamic, redistributed, it doesn't matter. You need that statement to allow the 0/0 route into OSPF. (No doubt why it's showing up in the database but not in the route-tables - your logic is correct and the route is being summarized, but not allowed in)
Read up on the default-information command; it's a neat one. You can do the conditional advertisement you're looking for with this command - and make it very specific using a route-map.
