Thanks BUT I forgot to mention I was in boot mode when I tried this inasmuch
as you can't delete a system image you are running from.

The main question is what do people know about flash write protection?  Can
I unprotect these areas of flash or something so I can erase it?  Is it some
attribute or memory setting?

I had upgraded 3 2501s using the same procedure and it worked.

Boot normally, config t, boot system rom, reload, enable

Router(boot)#erase flash
blah blah "Flash is write protected" blah "flash NOT erased"

(copy tftp flash also prompts you do do an "erase flash" before it copies
but that erase also doesn't work).
