why don't you just cut the 3640 a break.. take defaults from both providers, (since you said your outbound loadbalancing is being done at the firewall)
the only reason to take full, partial, or default routes is to determine your outbound (egress) load balancing.. which ever you take makes no difference for your inbound.. (how does anyone know anyway..) you should be announcing all /22's (or all 8 /24's) on all providers ? Are you just surfing the web thru this location ? no servers ? why do you even need bgp.. you can do all this with 2 static blocks, nat, floating static routes, whatever.
