You should be able to do this from the router itself. However, if the PCMCIA is not recognized on the router you need to format it on a machine that supports BSD as BSD file system and the one used with the router are compatible. If by any chance you have access to MAC OS you will be able to do it as it supports BSD.
I haven't find a driver for windows that can do this. If you reached one I would be glad to have a copy from.
