If the 3524 is like the 2950 then you just assign the interfaces to the
VLAN's directly.

For example:
Sw(config)# int fa0/5
Sw(config-if)# switchport access vlan 10
Sw(config-if)#int fa0/6
Sw(config-if)# switchport access vlan 10
and so on.

You don't create the vlans separately.
BTW, when you created the vlan separately,
did you find yourself in sub-int mode?
You were actually creating another mgt vlan
and only one can function at a time.
