Since you are trying to 'copy running-config startup-config' I would assume then that it's a 2900XL series switch, and not one of the 2900 series switches that runs CatOS? (2901, 2902, 2926, CiscoPro 2200, etc..)
Not that I necessarily have an answer for you, but just wanting to make certain you are running a switch with IOS, not CatOS.
