This could be too simple, but have you performed a 'WR MEM' on this bad boy?!?! I assume you find this interface to be shut after a reboot of the router, whatever the cause of the reboot is.
IF this router gets its config from a TFTP Server, I'd update the config file on the TFTP server to resolve the issue.
