You should be able to just use LLQ with your DSCP classification to give the video priority. Is this video for videoconferencing or a streaming video? If it's for streaming, then there's really not as much of a latency requirement. If it's for videoconferencing, then you should use LLQ to give the video priority for latency reasons.
