Yep this is a known issue with CCM. Why cisco chose to do this is anyones guess. All the telco's that we work with send Caller ID Name in the ISDN Facility IE.
Per Cisco, this can be modified on a per trunk group basis on a DMS-100 switch. None of the Telcos' we use have a DMS-100 so we haven't been able to verify this. Cisco says they will modify CCM to send/receive caller id name in the ISDN Facilty IE, but they haven't committed to a timeframe or version. One of the telco's we use, came up with an alternate method to send a name for Calling Party Name on a per DID Block basis, but in order to do this our H323 Gateways need to use ISDN NI3, which the current Cisco IOS revisions do not support yet. Cisco gave no indication as to if/when they will support NI3.
