Do not add the preempt command to the standby device that you want to loose the election because they will force an election that they will eventually loose.
Second add a preempt delay to the device that you want to win the election after a reload. This will allow them an opportunity to build there routing tables and initialize any other services before they take over the active role. I also set the device I want to be in standby to a priority of 150 and the device I want to be active to 200. This give me more room to make changes the the roles at a later date with more range to work in. I also chose numbers above the default priority of 100 on purpose.
