96(base10) = 01100000(base2)
97(base10) = 01100001(base2)

So the quick and short answer is yes it does cover those 2, but
0.0.1.255 with the same network address would cover just those 2.

the "3" in the third octet is 11 in binary. 11 ( binary) covers what
decimal
numbers?
