My guess is that you for sure have to do the "no shutdown" command but probably not the "copy run start" command. After all, you're doing a simulation that is supposed to represent what you would actually do in a certain situation. If you don't bring up an interface and that interface is needed for the configuration to work, then your configuration won't work. On the other hand, your configuration will still work without the "copy run start" as long as the router doesn't need to be rebooted.
