Generally speaking, it is quite rare for somebody to actually pay for their own PhD in CS (or any of the natural sciences or engineering, for that matter). Almost all PhD students of the natural sciences and engineering get fellowships or other such support from the university they're studying at (in return for the grad student working for the school).
