Well we are using vlans to separate our subnets--A floor is a subnet. If a pc is moved to the new subnet it will not be able to connect as its ip address will not match the vlan. But you could also set up port security to prevent a pc from being able to access the net. This all assume that your catalysts are capable of running vlans of course.
