It is just a static NAT of the internal address to an external address, in this case they happen to be the same address
... sometimes used in conjunction with conduits/ACL's to permit certain monitoring/syslog/tftp/etc. traffic to external devices (edge routers, for ex.) without exposing the internal hosts globally. However, this seems to not by your case as you are using external IP's. In this case, it may be an example of a network that was not behind a firewall originally, but has now been moved behind one ... and they didn't want to bother re-addressing :). Just my $.01 Thanks!
