i know of the following rules, that governs the configuration management options available to u:
if you copy from RAM to NVRAM or TFTP, u are overwriting the configs if you copy from NVRAM to RAM, u r merging configs if you copy from NVRAM to TFTP, u r overwriting. if you copy from TFTP to RAM, u r merging configs if you copy from TFTP to NVRAM, u r overwriting. for the acl concerns you have, in the case of config merging, they will be applied to the end of the access list if the same number is being used.
