hey mr "TP", what kind of problem and how is the solution you finally found
previously? I think I have same problem with you,

but may be different story, I use cisco callmanager3.1 to route a dialing
pattern (0XXXXXXXXXX) from ipphone devices to my voicegateway (vg200 that I
configured as h323 gateway).

and I also configured in that voicegateway to direct call with that pattern
(0..........) to voice-port 1/0/0 (connected to my ISDN BRI line)

 destination-pattern 0..........
 direct-inward-dial
 port 1/0/0

my ISDN status is:

Global ISDN Switchtype = ntt
ISDN BRI1/0 interface
        dsl 0, interface ISDN Switchtype = ntt
    Layer 1 Status:
        ACTIVE
    Layer 2 Status:
        Layer 2 NOT Activated
    Layer 3 Status:
        0 Active Layer 3 Call(s)
    Active dsl 0 CCBs = 0
    The Free Channel Mask:  0x3

so that I ran some commands to do debugging, to see why "Layer 2 NOT
Activated":

undebug all
debug isdn q921
show debug
clear interface bri 1/0

then I saw some debugging messages like below:
