All, I again have to shamefacedly apologize for being unprepared to issue a decision about our license. This isn't for lack of trying. I've been spending most of my CZ time in the last few weeks on this issue, and while I have written 17 pages, I think I'm not quite halfway done. I really did think I would be able to be finished by tomorrow. I just didn't realized what a dissertation would be required to go through all the issues as fully and fairly as I know many of our Citizens will demand.
I do hereby pledge to do virtually nothing (as far as CZ goes) except work on the paper (and the issue) until I'm done. I can't guarantee when it will be, but it won't be *too* long.
