5 years' experience of SharePoint MINIMUM, along w/2010 experience is a MUST
(should have the upgrade experience)
Please ask them What is the best way to upgrade from 2007 to 2010?
This person must be confident and solid with his diagnostic skills.  He must
be strong problem solver and independent player.
Must know knew features and the difference between 2007 and 2010(Ask the
question?)
Candidate should  know .net environment.    Team  player, jump in and so
whatever he or she is asked to do supporting a medium size application, 3000
users, Both internet and customer facing sites, as well as internal.  Should
communicate well and clear.

Nice to haves:
Reporting services
Performance point
Microsoft BI Stack.
