*1.53 Data Architect*

*Section I: Position Description*

· Combine the skill sets of Data Modeler, Data Architect, ETL / Business
Rule Developer, and

Application DBA

o Defines how data will be stored, consumed, integrated and managed by
different data

entities and IT applications, as well as any applications using or
processing OIG, USPS, and

external data in some way.

o Develops Data Models including Conceptual Model, Logical Model, &
Physical Model that

describe data relationships and hierarchies of data sets that reflect
business requirements

and needs. Models should pave the way for analysis and reporting.

o Formats data appropriately as needed for storage in data warehouse and/or
displaying in BI

tools such as MicroStrategy.

o Optimizes and structures data to be consumed by MicroStrategy and other
BI tools.

o Documents business rules from a myriad of sources and interactions with
various

stakeholders.

o Develops ETL from a technical analysis of business rules gathered from
customer discussion.

o Works with CAPE liaison to CIO for data management issues especially for
the OIG data

warehouse (iDR).

o Assist in developing and implementing the CAPE Analytics Lab metadata
layer for

MicroStrategy solutions.

o Participates in technical process flow analysis and process redesign for
technical solutions.

o Participates in and supports the data management aspect of project
implementations

including the translating of customer and business requirements into data
requirements &

specifications.

o Helps to diminish technical & political obstacles to ensure data sets are
loaded into OIG data

warehouse (iDR) in a timely manner.

o Works with staff including CIO to design and develop data warehouse
architecture for data

analytics solutions.

o Produces technical specifications including Design Documents for custom
development and

systems integration requirements.

o Ensures that data design decisions comply with CIO policy/process,
strategic architecture,

direction and best practices.

o Where required, reviews all customer requirements and provides technical
guidance on

next steps as related to data management.

o Supports integration of the CAPE solutions with 3rd party systems/vendors
where data

warehousing storage and connectivity is expected.

o Drives data management consistency and data reuse across projects.

o Ensures that CAPE data management solutions are robust and scalable.

o Provides technical consulting including the translation of user
requirements into technical

designs.

o Participates and contributes to Data Governance initiatives throughout
the OIG.

Section II: Position Requirements

*Required Skills*

· Depth in data modeling and database design resulting in a sound
practitioner approach across

all phases of data modeling from conceptualization to database
optimization. This knowledge

extends to SQL development and database administration.

· Foundation in systems/applications development.

· Understanding of software development life cycle (SDLC) methods.

· Software & database design project management approaches.

· Requirements, design, and testing techniques especially centered on data
management.

· Ability to conceptualize and influence application and interface
projects, including an

understanding of what advice to give and where to plug in to steer toward
desirable outcomes.

· Profiency in the use of erWIN to design databases and create DDL.

*Desired Skills*

· Experience in several DBMS and data models to support a wide array of
applications
