F2F IS MUST* *Responsibilities:* · Plan, organize, facilitate and document. (Friendly and an approachable leader). · Document, document and document. This is a hands on job with the engineering team in leading the current projects but also to help in documenting current practices, processes for delivering services, developing service level expectations, maintenance schedule, contract inventory etc. · Understand County environment and help the engineering team to establish guidelines, policy of use and maintenance and standards of equipment and operations. · Change agent in facilitating merger and consolidation of County’s central IT and HHS. · Review all Infrastructure related tasks and projects and develop a roadmap with dependency linked schedule, milestones and all aspects of project management including stakeholder management, expectations management, scope and budget management, vendor management, risks and constraints, security compliance management etc. *Skills Required;* *Aptitude and Attitude:* · Resilient, calm, approachable, friendly and able to earn respect in short time. · Knows the subject well to understand when to intervene or let the team lead. · Able to see big picture and how smaller tasks/projects fit in the overall strategy, therefore assisting the teams in designing the solutions for bigger purpose. · Able to find the balance in getting the work done vs. enforcing guidelines and policies. · Exhibits leadership and class in all engagements, be it communication in writing, verbal or updating executives on the status of initiatives. · Well versed with public sector organizational challenges and bring past governmental experience to achieve success. · Understands organizational change management and lead the infrastructure projects through consolidation. · Knowledge and Understanding · ITIL Certifications (beyond Foundation) desired. ‘ITIL Managing Across the Lifecycle’ certification desired. · PMP is desirable but not required. Essentially the position will require the candidate to be well versed in PM methodology to carry out Infrastructure related projects and be able to demonstrate and provide examples of similar projects in the past. · Excellent communication skills including written, verbal and able to deliver presentations to executive teams. · Strong advocate for and support to the engineering team. · Excellent organization and facilitation skills to understand operational duties of the resources while bringing them to complete the project objectives. · Able to build strong working relationships, build trust and respect with the County’s engineering teams. · Develop realistic plans and schedules keeping the engineering teams in mind and to deliver projects aligned to strategic objectives on time and under budget at all times. · Identify, establish and document processes, guidelines and rules of engagement. · Work closely with the County’s security team to implement security policy and standards for every project. · Understand the County needs first before enforcing a methodology or style of Infrastructure project management. *Experience Requirement:* · 15+ years of experience in Leadership and IT Project Management. · 10+ years of experience in hands on Project Management, Documentation and Standards development, and consolidation around IT Infrastructure. · 3 years of experience with IT Service Management principles, processes and methodologies · 2 year of supervisory experience *Education Requirement* · Bachelor’s in Information Systems, Operations, Infrastructure or equivalent. Masters in IS preferred with focus on Infrastructure Management. · ITIL Certification or other relevant Infrastructure related experience. · Plan, manage and execute multiple infrastructure projects at the same time that may include upgrading the environment to relocating hardware and network infrastructure from one facility to another. · Develop and incorporate an organizational operations management methodology such as ITIL and develop a transition plan for the central IT to adopt the methodology. · Understand county culture and be sensitive to the collective bargaining environment (unions). · Bring in past experience to help county with Mainframe and data center migrations to a sustainable environment, including review and recommendations on available options for data center relocation. · Hands on experience and understanding of Infrastructure components such as virtual environments, disaster-recovery, fiber optics, wireless networks, firewalls and network switches, Unix and windows servers, mainframes, HVAC, redundancy and hot swaps, IAAS, PAAS and SAAS. · Help the county team(s) in vendor negotiations and recommendations. · Identify relevant data points and develop data collection methods for Infrastructure usage and consumptions to help in developing the service rate for departments. · Develop Infrastructure dashboards, and project status updates for the executive team.
